Section 2.2.7c

Current:

A minimum setback of ten feet (10') from the front elevation of the house is required for four foot (4') to six foot (6') high fences

Amended:

A minimum setback of ten feet (10') from the front building wall adjacent to the fence for four foot (4') to six foot (6') high fences

Section 2.3.5b Exterior Paint

This section is amended to include:

The painting of bricks is not allowed.

  • Hides natural beauty: Paint covers the unique texture and color variations that are inherent to brick.
  • Requires more maintenance: Unlike natural brick, painted brick may need more upkeep, including cleaning and eventual repainting.
  • Can trap moisture: Using the wrong type of paint can trap moisture, leading to freeze-thaw damage, crumbling mortar, and flaky, “nasty” appearance.
  • Permanent decision: The change is permanent, and removing paint can be difficult and may damage the brick or mortar.
  • Can look dated: Some view it as a trend that may become dated over time.
  • Not consistent with original design: The design of Har-Ber Meadows was intended to create a unified look by using consistent materials and colors throughout the neighborhood. Brick was chosen for its natural, earth-tone colors that enhance this sense of harmony. Painting brick surfaces breaks that consistency and can affect the overall appearance of the community.

The Builder’s Guide currently states: The exterior colors for each residence shall be selected to compliment, coordinate or harmonize with the colors of building materials which are used in their natural state, such as brick, stone, copper, etc.

Section 2.3.6 Entrances & Porches

Current:

Columns on porches may be composed of aluminum, fiberglass, wood, concrete (cast in place or precast), limestone, and fieldstone.

Amended:

Columns on porches may be composed of aluminum, fiberglass, wood, concrete (cast in place or precast), limestone, fieldstone, and brick.

Section 2.4.5 Residence Landscaping

Current:

No gravel or rock of any size or color is permitted for use or substitution for shrubs, ground cover, mulch or grass lawns.

Amended:

Use of Gravel or Rock: Gravel or rock of any size or color may not be used as a substitute for shrubs, ground cover, or grass lawns. However, the use of rock in place of mulch is permitted only when it is an earth-tone color, such as brown or gray. White rock is not permitted.

Section 3.0 Village Homes

Current:

The Village Homes within Har-Ber Meadows are identified as those homes with a minimum 30' and maximum 37' lot width, accessed from the rear by alleyways, and located across from Founders Park.

Amended:

The Village Homes within Har-Ber Meadows are identified as those homes with a minimum 30' and maximum 37' lot width, accessed from the rear by alleyways, and located across from Founders Park, between Founders Park Dr. W and Doris Dr, and the majority of homes west of J.T.L. Parkway.
